Ahead of Time: how the LLP “R&D Center ‘Kazakhstan Engineering’” is forging technological sovereignty.
Kazakhstan annually observes the Day of Defense Industry Workers. The domestic defense science and industrial sectors approach this significant date with substantial achievements. The primary driver behind the high-tech modernization of the country’s army and defense-industrial complex (DIC) is "Kazakhstan Engineering" R&D Center LLP (hereinafter referred to as the R&D Center). Having evolved into a powerful scientific and technological hub, the Center successfully transforms academic concepts into mass-produced weaponry, thereby strengthening the strategic sovereignty and defense capabilities of the Republic of Kazakhstan.
Strategic Mission and Key Objectives
The R&D Center’s primary goal is to provide scientific and technical support for the modernization of defense assets and the development of fundamentally new types of products. The enterprise operates across several high-tech domains:
- Development of national military standards: establishing a unified regulatory and technical framework to serve the needs of the Armed Forces, other military formations, and DIC enterprises in Kazakhstan. Serving as the base for Technical Committee No. 108 ("Armament, Military Hardware, and Technologies"), the R&D Center ensures the standardization of equipment design, testing, and operational processes. Since 2015, the Center has been responsible for creating approximately 70% of the country's national military standards.
- Robotics and unmanned systems: the creation, testing, modernization, and supply of ground-based and aerial robotic platforms for both military and civilian applications.
- IT, communications, and cybersecurity: the development and implementation of domestic digital IT solutions, as well as secure command-and-control, communication, and radar systems.
- Dual-use projects: adapting military technologies for emergency response, search-and-rescue operations, territorial monitoring, and biomedicine.
- UAV operator training services: staff training and professional development under the UAS operator training program.

Research and Development (R&D) Focus: From Concept to Commercialization
The R&D center’s activities are deeply rooted in applied science. As a specialized research organization, it advances key scientific projects—both independently and in consortia with the country’s leading universities:
- Grant funding and commercialization: R&D center specialists actively participate in competitions organized by the Ministry of Science and Higher Education of the Republic of Kazakhstan and the Science Fund JSC. A successful example of this synergy is the development of domestic unmanned aerial systems (UAS), such as the upgraded "Shagala-M." The project progressed from scientific and technical justification to practical implementation and market readiness.
- Full-cycle R&D: The center’s research teams conduct in-depth studies in fields such as electro-optics, electronic warfare, and AI algorithms for target recognition and control system automation.
- Expert support: The R&D center serves as the primary expert body for assessing the viability of third-party innovative projects within the defense industry, helping innovators protect and scale the results of their scientific and technical activities.
Staff Training and Professional Development: UAS Operator Training Program
A distinct area of the R&D center’s activity is the professional training of operators for Category 1 and 2 unmanned aerial systems. Training is conducted by certified specialists and encompasses theoretical instruction, practical flight sessions, aviation safety requirements, and the development of robust skills in operating unmanned aircraft. International Cooperation: Global Technology Transfer
Designing modern weaponry cannot be done in isolation from global technological trends. The R&D center has significantly expanded the horizons of international collaboration, acting as a key partner for the transfer of defense technologies to the Central Asian region, including:
- Actively developing ties with leading defense enterprises and research institutes in Europe, Asia, and the Middle East. Joint projects enable the localization of critical component production and the implementation of advanced design standards.
- Facilitating the training of Kazakhstani engineers at foreign technology facilities under bilateral agreements; this accelerates the development of domestic UAV systems, IT solutions, and communication equipment by leveraging global best practices.

Field Tests, Exercises, and Triumph at SHAIQAS
The Center’s developments and the expertise of its engineers are regularly validated through real-world testing and during interagency and international maneuvers:
- Triumph at the inaugural "SHAIQAS-2026" engineering championship: The R&D center’s team demonstrated absolute superiority, securing first place out of approximately 100 competing teams. The championship team comprised students from the Military Department of the Kazakh University of Technology and Business (KazUTB), specializing in Cybersecurity. The team demonstrated the highest level of proficiency in ground robotics, UAVs, cybersecurity, and tactical skills, winning the grand prize of 10 million tenge.
